dc.description.abstract | This study interrogates financial management deficits in grant-aided projects focusing on the Global Fund Project implemented by the Ministry of Health in Lusaka, Zambia. Using a qualitative method approach, the study gathers data from past and present key stakeholders to access the impacts of these key deficits on donor confidence, health outcomes, and public trust. The findings reveal that the financial deficits have led to reduced donor confidence jeopardizing future funding commitments, suboptimal health service delivery, and a notable erosion of trust in the Ministry of Health's governance systems. The study critically examines the accountability challenges arising from inadequate internal controls, poor financial reporting, and weak oversight mechanisms which undermine the effective use of donor funds. The study highlights the need to implement strong financial controls, increase capacity building initiatives, and encourage greater involvement of civil society organizations to strengthen accountability frameworks. The research ends with practical suggestions for reducing financial management deficiencies in donor-funded initiatives, highlighting the significance of accountability and openness in maximizing resource use and attaining intended health results. The purpose of these observations is to add to the larger conversation about enhancing financial governance in grant-aided projects in Zambia and other settings. | |
