Abstract
This research explores the effectiveness of Monitoring and Evaluation (M&E) mechanisms employed in Constituency Development Fund (CDF) projects, focusing on Munali Constituency, Zambia. Combining quantitative survey data from 48 participants and qualitative insights from interviews with key stakeholders, the study provides a holistic examination of the existing M&E framework. A mixed-methods approach is adopted, utilizing a Likert scale-based questionnaire
and semi-structured interviews. Quantitative data are analyzed through descriptive statistics and regression analysis, while qualitative findings are thematically presented. Demographic analysis reveals a diverse participant profile, including government officials, community representatives, and project beneficiaries. The study indicates a generally positive perception of M&E effectiveness. Cronbach's alpha scores confirm the reliability of the questionnaire. Qualitative findings emphasize the importance of community engagement, transparency, and adaptive strategies in M&E. The study contributes to the understanding of M&E mechanisms for CDF projects, offering insights into their strengths, weaknesses, and alignment with best practices. Recommendations include enhancing technical capacity, improving timely reporting, adapting to political dynamics, promoting community-driven processes, and enhancing transparency.
Implications for Future Research: Suggestions for future research include longitudinal studies, comparative analyses across constituencies, and exploring technological integration in M&E processes. Practical recommendations are provided to strengthen the existing M&E framework, emphasizing the need for technical capacity building, adaptive strategies, and increased community engagement.
