Abstract

Solid waste impacts human health and the environment, necessitating regulations to prevent diseases and environmental deterioration. Local solid waste management is regulated by the Solid Waste Regulations and Management Act no 20 of 2018. The thesis focuses on examining the efficiency of solid waste management in Zambia in accordance with the country’s solid waste legislation. The Solid Waste Regulations and Management Act no 20 of 2018 (hereinafter called ‘‘the Act’’), reveals a department overseeing waste management, but its location and roles remain unclear, potentially leading to complexities and potential overlap with other waste management entities. The research aims to explore the specific roles and responsibilities of the local authorities for solid waste, the department’s responsibilities, and the impact of these roles. This study uses a qualitative approach, collecting data from subject’s views and perceptions, and secondary data from legal documents, using narrative research design and narrative analysis method. The research reveals that the lack of clarity in the department regarding solid waste management by the Act is a significant factor in inefficiency, as roles assigned to the local authorities and the department overlap, leading to confusion and ineffective waste management. The Act needs amendments due to its complexity and ineffective management of solid waste.
